Sam Reed, a former hitman turned masked vigilante, is back as the Specter in his fourth exciting adventure. While investigating the burglary of a government-owned warehouse, Sam finds himself up against a dangerous group of former soldiers who have declared war on the very country they once served. Led by a man known as the General, these soldiers are in possession of a deadly weapon capable of killing thousands. In his effort to stop them, Sam not only puts his own life on the line, but unwittingly puts his former fiance at odds in danger as well.
