After a definition of claims and statement of the grounds upon which they have been based, I have given the history of the Queen's proclamation of neutrality dated 13th May, 1861, which the United States maintain was precipitate, unprecedented, and of great injury, I have shown the circumstances under which that proclamation was issued, the effect produced by it, the circum stances under which the United States requested that the rights granted by it might be withdrawn, and the circumstances of its final withdrawal.

From pages 49 to 149 I have told the story of the escape, re caption and burnings of the Florida, Alabama, Georgia, Shenan doah and other cruisers as I have found it in the correspondence published by the two nations and in such other authorities as I have had at my command.

From pages 150 to 170 I have shown how the Alexandra was released, the Pampero seized, and Lairds rams detained.
