When Charles established the missi dominici as a fixed feature of his government, he aimed to bind the widely separated parts of the vast Frank empire together, to arrest feudal tendencies in the state, and to enable him to keep in touch with each man and each place in his realm. It is significant that the creation of the misst' dominici coincides in time (802) with Charles's effort to convert into an oath of vassalage and service the regular oath of allegiance which every freeman made to the king periodically.
