Al movimento di liberta negli spiriti corrispondeva ancora un movimento piu esteso nell'ordine sociale, che produsse l'affrancamento dei Comuni. Per una conse guenza naturale della cagione che fece nascere la feu dalita, e che sostitui il principio individuale al principio comunale, la campagna alla citta, le citta perdettero assai della loro importanza, e caddero in uno stato vicino alla servitu. Tuttavia, malgrado i disordini che accompagna rono il loro impoverimento, elleno conservarono im'om bra d'indipendenza, di cuiandavano debitrici da un lato al clero ed al vescovo investito dell'autorita suprema, e dall'altro ai numerosi avanzi delle istituzioni romane, che s'erano riparate fra esse come le scienze e le lettere riparate si erano all'ombra dei chiostri. La curia e l'as semblea dei magistrati che regolavano gli atti della vita civile, rammen'tano il municipio romano. Pure le cam pagne, diventate la sede della potenza militare-feudale, acquistarono ben presto una preponderanza che affretto la decadenza delle citta; ma dopo che il feudalismo fu real mente costituito e che la vita nomade fece luogo alla vita sedentaria, le citta ripresero alquanto d'attivita; il commercio e l'industria ritornarono coll'ordine; i biso gni stessi dei possessori di feudi, fra' quali una citta si trovava ristretta, produssero uri tal qual gusto di pro gresso, di miglioramento e di ricchezze.
