In Senegalese law, the concept of regulation has made its appearance in the field of freedoms, notably in electoral and audiovisual matters. But it was not until 2002 that a framework law on regulation was adopted in Senegal. Among the regulatory institutions, the Autorité de Régulation des Télécommunications (ARTP) and the Autorité de Régulation des Marchés publics (ARMP) are those that comply with the requirements of the above-mentioned framework law. The former was established by Law 2001-15 on the Telecommunications Code, in line with Senegal's commitments under the World Trade Organization (WTO) Basic Telecommunications Agreement. The second is the result of the reform of the public procurement system carried out by the UEMOA to improve the transparency, effectiveness and efficiency of public spending, and to strengthen trade within the UEMOA framework. Through this study, a practitioner of the two regulatory models makes his modest contribution to the construction of a Senegalese regulatory law.
