The local business of the different roads of the State is in a great measure under their exclusive control, but is in a majority of cases at reasonable rates, insufficient in amount to maintain them. With these roads a determined compe tition for through business becomes a necessity. With other roads having a large and perhaps sufficient local trade, a through trade at reasonable rates becomes a desirable acces sion to their business.
