Excerpt from Memoria de la Primera Secretaria de Estado y del Despacho de Relaciones Interiores y Esteriores de los Estados-Unidos Mexicanos: Le�da al Soberano Congreso Constituyente en los D�as 14, 15 y 16 de Diciembre de 1846
Hijas aquellas naciones, como la nuestra, de una misma raza, son una misma fe y un mismo idioma; nacientes c�mo n�s�tr�s, sostenedoras de los propi�s principi�s y trabajadas p�r las pr�pias desgracias, nada mas impor tante para ellas y para nos�tr�s, que estrechar y estender las relaci�nes que es�s v�nculos y esa conformidad de intereses pr�ducen. La pr�speridad, la vida de las rep�blicas Hispano - Americanas dependen de su union: �sta seria la garant�a mas segura de sus pr�gres�s, el baluarte de sus libertades, el medio mas conciliador para dirimir sus diferencias interiores, el mas incontrastable para sostener su justicia en las estra�as; y � tan alto fin contribuir�a e�cac�si mamente la reunion de la asamblea general americana. Ella es hoy mas que nunca necesaria p�r las manifiestas tendencias de la raza del N�rte, as� en Europa como en Am�rica, de sobreponerse la del Medi�d�a; las cuales, au ment�ndose en este c�ntinente por el curso natural de los sucesos c�n la in mensa y r�pida inmigraci�n trasatl�ntica, por las ventajas con que la brin dan la fertilidad del suel�, la benignidad del clima, las riquezas y escasa po blacion del nuevo mundo, solo podr�n contrarestarse con la alianza que p�r la identidad de su origen y de sus intereses formen entre si las citadas republi cas, teniendo un centro de union y un punto de apoyo en la referida asam blea. Siente el que habla n� poder a�adir acerca de ella cosa alguna � lo espuest� en la Mem�ria mencionada al principio; pero si la recomienda al congres� eficazmente; p�rque ella no solo servir� para salvarnos en la pre sente crisis, sino que dando a la Am�rica la imp�rtancia que debe tener en lo p�l�tico, la pondr� frente a frente de la gastada Europa y har� tal vez de ella el centro de la civilizacion.' Cual sea el lugar que entonces correspon da M�xico, no 'es necesari� ni aun indicarlo, porque la naturaleza se l� tiene designado.
