Excerpt from Geschäfts-Bericht für das Jahr 1918
Da für den Vollzug des Bundesratsbeschlusses betreffend die Fursorge bei Arbeitslosigkeit in industriellen und gewerblichen Be trieben (vom 5. August 1918) auch die öffentlichen Arbeitsämter in Anspruch genommen werden (art.24 beauftragte das Schwei zerische Volkswirtschaftsdepartement die Zentralstelle der schweize rischen Arbeitsämter mit der Aufstellung einer Wegleitung für die Arbeitsamter. Gemäß dieser Wegleitung wird der Zentraldienst der schweizerischen Arbeitsämter für die sich aus dem Beschlüsse er gebenden Anforderungen eingerichtet. Zu diesem Zwecke tritt die Zentralstelle in Beziehungen zu den interkantonalen Berufsverbänden der Arbeitgeber und Arbeiter behufs Ermittlung einer möglichst vollständigen Übersicht über den inländischen Arbeitsmarkt, ebenso zu den Behörden des Bundes und der Kantone, die sich mit der Vergebung von Arbeiten befassen, zum Zwecke der Orientierung über die allgemeine Wirtschaftslage und der Beschaffung von Ar beitsgelegenheiten. Ferner trifft die Zentralstelle, in Verbindung mit den Regierungen der Kantone, wo der öffentliche Arbeitsnachweis nicht oder ungenügend organisiert ist, Vorbereitungen zur Errich tung neuer Ämter oder zur Ausdehnung der Funktionen bestehen der (art. 25) und fördert diese Bestrebungen durch eine zweck dienliche Propaganda. Die Zentralstelle leistete auch zweckdien liche Mitarbeit bei den nach dem Abschluß des Waffenstillstandes notwendig gewordenen Maßnahmen zur Regelung der Einwanderung ausländischer Arbeitskräfte, zum Schutze der einheimischen Arbeiter und zur möglichsten Verminderung der Arbeitslosigkeit.
