I have placed last in this list of evils the social and moral condition of the people,1t as in my Opinion it has been proved to be the least impor tant of the causes which, prior to 1833, prevented the improvement of Ceylon; for as soon as our arbitrary rule was abandoned, the system of tax ation changed, and the administration of the law reformed, from that time spontaneous improvement appeared to commence in the character and con dition of the people. If the fruits now forming are not as great and as rapidly matured as might be expected from the buds and blossoms already put forth, I can have no hesitation in awarding the blame of any serious check which may occur, to the Government, and not to any fault either in the capacity or disposition of the people, or in the structure of society.
