Now there is no denying that a system of state higher educa tion might remedy these evils in part. At the same time, the conviction in me is strong that it could never heal them utterly, and that in attempting to effect this, it would be certain to occa sion other worse ones; for I believe that governmental manage ment of higher education is, in America, impracticable in fact, and every Where wrong in principle. These two things I shall seek to show in their order, viewing the subject first as it regards policy or the question what can be done, and then as it regards principle or the question what mtg/ct to be done.
