Laser anemometry was used to make two independent measurements of the flow velocity by capturing individual Doppler signals with high-speed digitizing boards. The two independent measurements were cross-correlated to reduce the contribution of photo detector shot noise on the frequency determination and subsequently on the turbulence estimate. In addition, criteria were developed to eliminate "bad" Doppler bursts from the data set, which then allowed reasonable low turbulence estimates to be made.
