The following Letter was not originally intended for the public. I venture to state this as an apology for many imperfections incidental to a private communication, some of which I might have been able to avoid, if I had been writing for the press, but which I found it impossible to correct without recasting the whole; an Operation for which the urgency of the questions discussed did not allow time.
