There is no.o?ence which is oftener profecuted by an information, as ajirin, than a libel. Now, many Judges before the Revolution, and perchtnoe fomc from, have faid that, inlaw, a maybe alibel, whether the chars ges in, it be'tme orf e, agamfia good or a bad man, the living or the dead; nay, that the. Truth of ir is even an aggravation'of the crime: that every libel is, by confiruc tion of law, againfi the peace, and (in very late times that it is an nfiual breach of the peace; and (at laftl that fecurities for the good bdaaviour.may be demanded of any man, charged with being the Author, Printer or Publilher. After all, I donor yet learn by what certain figns one can know whether any particular pam phlet or paper will induce any body to commit a breach of the peace.
