Publisher's Synopsis
Excerpt from The Measurement of Variable Quantities
IN the quantitative study of nature we distinguish two separate classes of objects and phenomena - constants and variables. The former give the same quantitative results whenever they are measured under exactly the same conditions the latter give different quantita tive results when measured at different times, because the governing conditions are complex and never quite the same.
