It might be inferred, from the general tone of the Report, and from the manner in which they are announced, that those conclusions, which declare, that the British line does in every respect, and that the Ameri can line does not fulfil the conditions of the Treaty, were deduced from the argumentative part of the Report. The inference would be altogether erroneous.
