Grant who made it possible for Lord Dalhousie to write thus in his Farewell Minute of 28th February 1856: Before resigning the Government of India I sub mitted for the consideration of the Council proposals for the enlargement and the improvement of the Medical Service. The proposals met with the entire concurrence of the Council. If they Should receive the approval of the Honourable Court, and should be carried into effect, the Medical Service of the East India Company will then be second to none in the world.
