The spirit 01 intention of all three Statutes was evidently the same namely, that all possible means should be used to secure the representation of Algoma in the Legislative Assem bly, either by allowing a lengthened period to elapse between the issue and return of the writ, or by holding the election only at a time of year when all parts of the territory were acces sible.
