The experience at the censuses of 1902 and 1907 demonstrated the fact that it was impossible to collect statistics concerning the financial transactions of the small commercial or mutual systems or the rural lines. Some of the small companies keep no books of accounts and their employees do not devote their entire time to the telephone business. In many cases it was difficult to locate any person who had enough familiarity with the line to give even an estimate of the statistics required.
