In the fame manner a bonf ditti, who were afterwards called Romans, were fufiered to accumu late power, until they had fubdned the bravefi and fiercefi nations, and became the matters and defiroyers of the belt part of the world. Each fiate looked on with indifference, or enjoyed a malignant pleafure at the ruin Of its neighbour, without refleetin that the weapons and power of which he was deprived, would be quickly employed to its own defiruetion.
