The 1967 Cotton Program, which provided for a loan rate near world price levels with direct price support and diver sion payments maintaining producers' ln comes, resulted ln a substantial increase in direct payments last year. They rose from $773 million in 1966 to about $932 million in 1967. Due to the increased unit value of wheat marketing certificates, payments to producers participating in the 1967 wheat Program totaled $731 million compared with $679 million a year earlier.
