El presente estudio trata de la Ética Gubernamental y constituye, como bien lo indica el título, un estudio de naturaleza ética, es decir, su enfoque es el propio del pensamiento filosófico en el área de la ética social. Como tendremos oportunidad de analizar, la ética es una rama del saber filosófico y, por tanto, no tiene fuerza de ley; su cometido es el esclarecimiento de los problemas éticos implicados en relación con el Estado y al Gobierno, y que puede y debe servir de guía tanto a los legisladores a la hora de hacer las leyes correspondientes como a los gobernantes y en realidad a todos los servidores públicos. En la Ética Gubernamental se estudia su idea o definición como parte de la Ética social, e incluye algunos temas generales y otros más específicos. Por ejemplo, las bases éticas del Estado, para lo cual nos valemos de las teorías más reconocidas en ese campo como son las de Aristóteles, Spinoza y Hegel. Eticidad del Estado es un tema preferido de Hegel, y Hegel, al decir de Gramsci, es el más representativo de los teóricos modernos del Estado. Igualmente, generales son los temas de la justicia y el bien común. En cambio, son temas específicos los deberes y los derechos de los servidores públicos. O el tema de la corrupción en el ejercicio de la función gubernamental. La ética gubernamental apunta precisamente a reforzar la honestidad y evitar la corrupción, que en la actualidad es un mal general presente en todos los estados del mundo contemporáneo. La necesidad de una Ética gubernamental es cada vez más pertinente ante la frecuente corrupción en el gobierno y los servidores públicos. El esclarecimiento de esta temática de la ética relacionada con los servidores públicos nos ayuda a una toma de conciencia explícita de la conducta responsable que el servicio público exige.
