Despite all preventive efforts, a minority of young people use alcohol, drugs and tobacco. While this may not harm all users very much, the inappropriate use of substances causes harm to society that demands action from all sectors. The question is, what approaches are most successful in preventing substance use by young people? This study tackles the question by examining literature on substance use and its effects, describing various preventive approaches and programmes in schools and communities, and giving guidelines for preventive work.
