This White Paper is a successor document to the White Paper (Cm 5934, ISBN 0101593422), published in September 2003, which set out the Government's negotiating objectives for discussions regarding the new EU Constitution. The new Constitution was agreed at the Intergovernmental Conference (IGC), held in June 2004, with the aim of reforming the newly enlarged EU of 25 Member States to make it more efficient, effective and accountable. This White Paper sets out the main elements of the new Constitution and details how the Government achieved all of its key negotiating objectives, which became known as the UK's 'red lines'.
