Hillary Verde, an average high school student, is working in a local hospital when the United States water supply is contaminated. Scientists confirm that drinking water across the entire country is unable to sustain life. After the President learns that bio-terrorists are responsible for the contamination, adults and young children are sent abroad in a massive series of airlifts. All American students are moved into four U.S. colonies that have ample water supplies, purified by the military. The colonies are fraught with deep and divisive problems that mirror those in adult society--lawlessness, substance abuse, and gangs. The gangs and student leaders are involved in ongoing confrontations. After Hillary and the student leaders in all four colonies unite and form a water committee, a plan is devised to tackle the most pressing issues. The urgency to purify the drinking water causes the water committee to form some unlikely alliances. With combined resources, volunteers, and daring plans in place, the solution to the country's water contamination is put within the water committee's grasp.
