With an election looming, the government is seeking a way to offset its poor record and win over the electorate. The front page topic of paedophilia is seized upon by a think tank, who suggest electoral salvation may lie in a draconian punishment for anyone convicted of offences against children. Ian Black, a permanent secretary at the Home Office, is called upon to prepare the groundwork for new legislation entitled the ‘Emasculation Act’.
Ian is promised a knighthood for his efforts – news which goes down well with his wife. ‘Lady Helena Black’ has a narcotic ring to her ears. While she dreams of her new title, her husband embarks on an affair with his assistant.
Ian and Helena have two sons, one sexually promiscuous and the other a chip off the old block – impotent. The first finds himself in one scrape after another, until he starts an affair of his own with his new sister-in-law. It’s an affair that soon develops into a permanent relationship and leads him to put his past behind him and become a reformed character.
Thus, when Ian’s brother, Uncle Duncan is accused of impregnating a fourteen year old girl, it is his nephew who comes to his aid.
