An examination of the proceedings of the convention, and of the Constitution, also shows that that body was of the opinion that slavery was an evil; that the national government ought to have power to prevent its increase; that the convention expected the gradual abolition and final extinction of the institution; and gave to the govern ment powers adequate to completely prevent its extension.
