Volatile Substance Abuse (VSA) is a phenomenon which has existed in one form or another since the turn of the 20th century. Only in the past 20 years or so has increasingly widespread abuse become a cause for concern - since 1985 it has killed an average of 117 people each year; over 70% of these have been under the age of 20. The purpose of this report is to heighten awareness of VSA as a multi-faceted and widespread social problem, and stimulate a programme of action. It builds on, and is linked to, ACMD's report on Drug Education in Schools.
