The central registration of a vital event in the state where the event occurred is quickly becoming the only way that the highly mobile American public can be assured of locating a legal record of the event at a future date. How ever, for most non - legal purposes, the vital event is allocated to the place where the regis trant claimed his residence to be at the time of the event. To carry out the allocation, each state in the United States and each province in Canada has maintained an exchange of statistical information with all the others on both sides of the international boundary for over two decades. Never is the original legal document transferred. This extensive inter-change provides each com munity in Illinois the best available statistical information on births and deaths for its own needs.
