Terror comes to the United States! The time is 1985, the place is Chicago. Hezbollah terrorist plan to bomb O'hare Airport.
Sean Hurley, a veteran FBI agent assigned to the Chicago FBI Division is working the case. He is a Vietnam veteran with two tours. Haunted by what he saw and did in the war. He is a loner with a drinking problem and bad attitude. He feuds with his supervisors and is considered "a near burn-out".
A "sleeper" Hezbollah agent involved in the planned bombing is saved by Hurley in a store shootout. She becomes involved with him but where do her loyalties really lie?
FBI organization and techniques are utilized in the case and described in detail. In a race to figure out the bombing plot and identify the terrorist, Hurley, the "sleeper" and the Chicago FBI office all figure in the outcome.
