Mr. Maclean, in seconding the Motion, also dealt largely with the Indian aspect of the case. He was, however, chie?y exercised to show that the initiative in the matter came not so much from India as from the Colonial Cifice - a side issue useful enough to raise from a purely debating standpoint, but of no real value in estimating the rights or wrongs of the policy under discussion. In the subsequent course of the Debate he was effectively punished by Mr. Chamberlain.
