Coast Guard Special Agent Frank Dalton is assigned to investigate the death of a fisherman who drowned off the coast of Texas. It should be a routine case, but it's complicated by his forced partnering with rookie know-it-all agent Jessica Carter.
When the autopsy results come in indicating the fisherman's death was anything but innocent, it thrusts the agents into a dangerous game of cat and mouse as they expose treachery and deceit at the highest levels. They must quickly set aside their differences and work together, as this death was only the first, and now the killer has eyes on them.
