And the protectionists have offended the tariff-reform sentiment of the country in many ways during this session of Congress. They buried reciprocity; they have been ungener ous and hesitating in dealing with Cuba they passed the bill without discussion to repeal all the war-taxes, because these were taxes which gave protection to nobody, and they could the more easily retain the protective duties; and in the Senate they 'passed the ship-subsidy bill which is an extension of the protective principle. By these actions the majority has given the minority party better campaign material than it has had for many years.
