Writing as a student of history, whose primary obligation is to present the various sides of a situa tion clearly and fairly before pronouncing a verdict, I give, in the course of the discussion, Germany's side of the diplomatic position as it appeared on August 1st, 1914, that is to say, at the time of the declaration of war on Russia; and I do this in order to emphasize that giving Germany the full benefit of every doubt, on the assumption that she was entirely sincere in the presentation of her case in the White Book issued by the German Government shortly after the outbreak of the war, - she would still be condemned in the eyes of the world by her conduct of the war, which spoilt any case that she might have had.
