AT all times piracy was known to be rife in the China Sea. At various periods it has assumed formidable proportions. In the sixteenth century Manilla was threatened by one piratical ?eet; in the seventeenth century Formosa was conquered from the Dutch by another. In 1808, another chief was known to have collected eight hundred armed junks and seventy thousand men. The Chinese war navy, never powerful, was helpless before these freebooters. It generally endeavoured to restore order on its seas by the payment of black mail, or by offering large bribes to the pirate chiefs, and, if possible, enlisting them in the Government service.
