There is a growing debate among Western scholars concerning the extent to which policies associated with 'glasnost,' 'demokratizatsiia' and 'perestroika' have been implemented. This report, prepared by a bipartisan organization, examines and compares Soviet domestic economic and policy reforms, international trade and financial reforms, reforms toward Eastern Europe, reforms in military strategy and capabilities, and in foreign policy and arms control. It then makes recommendations about the methods and extent to which the West can influence these processes. Co-published with the Aspen Strategy Group.
