Austrian, feeling for the State has never been sufficiently strong to supplant the attachment for his native crownland.

In Germany there was, in 1900, only one case of illiteracy among recruits, while in Austria there were 356. Since then the figures have become considerably less. This result should be judged in the light of the fact that Germany examines her young men at the time of recruiting, while Austria and Hungary at the time of taking the census. In Germany three generations have passed since school attendance was made obligatory, while in Austria two and in Hun gary only one.

The incessant con?ict among 8, 9, or 10 different races has obscured the View in respect to social, cultural, and educational needs, and here is at least one cause of the lack of determination vigorously to combat the condition of illiteracy that prevails.
