The aim of this paper is to show the role that the State acquired in the development of social policies that are essential components in the construction of the youth problem. What were the tools that were developed to improve the insertion of young people in the labor market from the State, as well as to analyze the emergence of the youth labor problem in contemporary Argentina. Here we describe those social policies that were developed before and during Kirchnerism. As will be seen throughout the paper, there is a kind of hinge where the phenomenon of general unemployment begins to be separated, where although there were social policies, they were not focused on any particular sector, and after 2003 we can ask ourselves why the State begins to see youth unemployment and act accordingly. Because it will be from then on, where specific social policies will start to be developed to lower youth unemployment rates. How is youth policy managed? In order to answer this question, we will say that several programs have been developed, but we will highlight the Progresar Program.
