The record OF A city: A Social Survey of Lowell was origi nally undertaken as a partial fulfilment of the conditions for the degree of Ph. D. In the Department of Social Ethics of Harvard University, and this Department, though not responsible for the conclusions reached in the present volume, has generously pro moted the inquiry by the provision of a special fellowship. The author acknowledges with gratitude the valuable help he has received from Professor F. G. Peabody and Drs. R. M. Mecon nell, James Ford and R. F.
