This is a fictional book that is a follow on from 'Two Columns of Pennies' Four young people - two men and two women, make up a little group in which they discuss topics that are related to the issues associated with governing the country. They are in touch mainly by e-mail, and the tasks that they set themselves are to suggest alternative procedures which will ease the current state of affairs, and create a more stable society in which their children can grow up and develop safely. In order to balance budgets, the government is proposing that the constituent countries within the UK are given more power to decide on how their individual budgets are spent. Their share of the main UK pot is therefore being discussed and, as expected they will all want a bigger share. They may be allowed to collect extra taxes over and above the National taxes, which are controlled by central government, but this will have an effect downstream on every individual; and the local business men are seeking other ways of supplementing their incomes. This little group of individuals have written ten guidelines, which they have submitted, or so they thought, to the government in order to suggest a better way forward for the UK.
