Since the late 1970s there has been a substantial increase in statutory homelessness. As as result, the number of homeless households placed in hostels by local authority housing departments rose steadily throughout the 1980s and has remained at a high but stable level in recent years. Hostels are used by local authority departments for short, medium or longterm housing for a range of client groups and for a variety of reasons.;In 1994 the Department of the environment commissioned a research project to look at local authority provision and use of hostels. This report documnts the findings of the research.
