Richard Mariner and his daughter, Mary, are caught up in an attempted terrorist attack at Chatham, and are lucky to escape alive. Three young marine engineers are arrested and confined to the Fleet. When the prison ship breaks her anchors, Richard must track the vessel and prevent the desperate men onboard from destroying London.
