Professor Gerald Wright examines four ways federal legislators can work with state government, depending on the source of policy funding and the level of trust they have for states. Categorical grants provide federal funding with lots of regulation, while block grants provide the same with little regulation. Unfunded mandates force the states to pay for action. The fourth option is no federal influence, which empowers states to set policy and fund it themselves.
