Mental health review tribunals are intended to protect the liberty of the detained patient. In practice, however, they fall short of this; there are often unacceptable delays and in some instances tribunals are held at the end of an individual's period of detention anyway, the delay therefore negating the purpose of the tribunal. This study aimed to establish the extent of the problem, the reasons behind delays and what might be done to improve the situation.
