They assist counsel to advise the owner of a patent what rights and protection it gives him, what will constitute an infringement, and what, in various countries, are his remedies. These being their uses, they must be published often, in order that changes in the various laws may be promptly chronicled, and that statutes newly enacted may be early substituted for any repealed.
