The one - direction traffic ON the lower branch will BE visible from the upper boulevard and the area between the Two will BE used for parking purposes OR roadside planting.. This form OF construction ON sloping topography will BE less expensive than A single 40 - foot pavement which would necessitate heavy grading operations. Between washington and alexandria the road will BE divided into two levels near abington house, the birth place OF nellie custis and IN the-vicinity OF four-mile run.
