In an obscure Arab state in the High Atlas, Hasman Abdullah Ahmin, hereditary and despotic ruler, has recently negotiated with the Kremlin to exploit the country's natural resources. Richard Ahmin, born of an English mother and educated in England, is Hasman's cousin, and strongly opposes his plans. Alarmed at the situation he has created, Hasman calls in Tony Dimarco and his mob of tough mercenaries, and a reign of terror follows.
