The Japan-US Joint Declaration on Security Alliance in April 1996 gave rise to considerable constitutional controversy in Japan. This paper explains the historical background to Japan's consitutional and security issues, and, in examining the current political positions in the USA and Japan, also presents the prospects for political realignments in the region and the potential for a new Japanese foreign policy role.
