The Washington Department of Justice decides to confine the convicted inmates to an island from which they cannot return. It is up to Fitz, the novel's protagonist, to prove - at his own life's risk - that crime is the outcome of social inequalities: society condemns the evil that it produces itself, and power hides man's hypocrisy by creating illusions of justice.
