The Army Sanitary Commission says, as to lock hospitals in India: Whatever police measures may be tried in attempting to diminish the present evil, it must not be overlooked that the evil itself is a moral one, and in this aspect is to be remedied only by the gradual moral elevation of the soldiers, and by the growth of self-control among them, aided by more rational diet, abstinence from strong drink, and facilities for occupation.
