Years ago FBI agent Ben Douglas, and Philadelphia police detective Amy King-Bauer hunted a notorious bank robber, William "Billy" Blake. Blake's MO was to rob banks using a flamethrower After his collected the cash, blake incinerated the bank causing deaths and severe injury to many. Douglas and king-Bauer finally corner3d Blake in a Busks County farmhouse. Blake attempted to use the flame thrower and Douglas shot and severely wounded him. Blake was convicted in State Court and sentenced to life. Years later he escaped from a hospital, made his way to England, forms a gang and resumes his murderous career of robbing banks with a flamethrower. Scotland Yard requests assistance from the FBI in briefing their detectives on Blake, and rendering assistance in bringing him to justice. Now Chief Inspector of the FBI, Douglas, and now FBI agent Amy King-Bauer are sent to London to assist Scotland Yard. When the British media features a story on the arrival of Douglas and King-Bauer Blake becomes enrages and vows to burn them to death. The hunters become the hunted as Douglas and King-Bauer find themselves being used as bait to lure Blake in. Blake and the police stalk each other around London and in other areas of the UK. The chase culminates in a deadly encounter in an abandoned warehouse on the River Thames.
